Department: Vietnam Logistics Operations Department
Reporting To: Department Head
Core Positioning: Assist in overseeing end-to-end customs management for the company's import and export operations in Vietnam, build a compliance and risk control system, optimize customs costs and efficiency, and support the smooth operation of the base supply chain.
Core Responsibilities
(I) Compliance System Building & Risk Management
- Lead the establishment and continuous improvement of customs management systems and standard operating procedures (SOPs), covering business scenarios such as processing trade, bonded supervision, and temporary import/export, ensuring compliance with Vietnamese customs regulations.
- Monitor real-time updates on domestic and international customs policies (e.g., tariff adjustments, export control lists, free trade agreement updates), quickly interpret policy impacts, formulate response strategies, and update internal manuals and guidelines.
- Assist in building a customs risk prevention and control system, conduct regular compliance self-inspections and audits; lead responses to customs inspections, verifications, and abnormal checks, coordinate document preparation, and drive issue resolution.
(II) Business Operations & Process Optimization
- Assist in managing end-to-end import and export processes, review the accuracy of key documents (e.g., customs declarations, contracts, invoices), coordinate external resources such as customs brokers, freight forwarders, and customs supervision sites to ensure efficient cargo clearance.
- Design cost-effective and efficient international logistics and customs solutions for various scenarios (e.g., BOM, spare parts, finished goods), ensuring timely and quality cross-border delivery.
- Assist in designing and optimizing customs process architecture, bridge cross-functional links with procurement, production, logistics, and finance, and promote the deep integration of customs and IT systems to enhance automation.
- Establish a customs data analysis system, regularly generate reports on cost structures, clearance times, compliance rates, etc., to support supply chain decision-making.
(III) Cost Control & Policy Utilization
- Conduct in-depth research on customs preferential policies, lead applications for certificates of origin, tax exemptions, and other benefits, and reduce tariff and capital occupation costs through compliant methods such as optimized commodity classification and related-party transaction handling.
- Analyze customs cost components (e.g., agency fees, taxes, deposits), develop cost-saving and efficiency-improvement plans, and monitor implementation to balance compliance and economy.
(IV) Team Management & Internal/External Collaboration
- Manage the daily operations of the customs team, enhancing the team's professional capabilities and compliance awareness.
- Maintain good communication with regulatory authorities such as customs and bonded zone offices, establishing stable government-enterprise collaboration relationships.
- Collaborate with internal departments (e.g., legal, tax, operations) to establish cross-functional customs collaboration mechanisms, providing professional support for strategic decisions such as supply chain restructuring and global supply chain layout.
- Liaise with overseas customs clearance agents, provide document support, and develop risk contingency plans to ensure the smooth operation of relevant trade routes.
Qualifications
(I) Basic Requirements
- Bachelor’s degree or higher, preferably in International Trade, Logistics Management, Customs Management, or related fields; holders of customs declarant or inspector certifications are preferred.
- 2-3 years of experience in customs affairs, including at least 1 year in a managerial role; experience in manufacturing or technology companies is preferred, with bonus points for experience in PV equipment or production manufacturing industries.
- Must be proficient in Vietnamese with strong reading and writing skills. English CET-4 or above, capable of handling English customs documents.
(II) Professional Competencies
- Familiarity with Vietnamese customs regulations and practical procedures, understanding of key areas such as trade terms, commodity classification (HS codes), and rules of origin.
- Experience in building customs compliance systems and handling customs inspections; familiarity with customs systems and single-window operations.
- Knowledge of the interplay between customs and finance/tax, including export tax rebates, tariff optimization, and related-party transaction compliance.

- Excellent cross-departmental communication, coordination, and negotiation skills.
- Strong problem-solving and stress resistance abilities, capable of independently handling customs exceptions and emergencies.
