The primary responsibility of the FCC Risk & Control Head is to assist the Country Director of FCC in fulfilling their accountabilities when the size, complexity, or workload of the business indicates the need for additional resources.
Strategy:
• Support the design of relevant FCC and business processes within the Group/Region/Country/Client Business operating model.
• Contribute to defining and implementing the vision, strategy, direction, and leadership for SCB Vietnam, aligned with the vision and strategy for FCC and in support of the Group's strategic direction and growth objectives.
Business:
• Assist relevant stakeholders in making decisions based on existing and potential future policies, local regulatory requirements, practices, and trends.
• Stay updated on regulatory expectations, laws, best practices, and policies related to financial crime (FC) and provide timely guidance on FC regulatory compliance, interpreting and applying them to multiple segments.
• Resolve conflicts between regulations, such as those between AML regulations and data privacy/bank secrecy or information security regulations.
• Ensure effective communication and understanding of risk frameworks and associated standards among process owners.
Processes:
• Collaborate closely with CFCC Business Advisory Teams of Vietnam:
• Oversee the implementation of FC-related policies and procedures in the country to ensure compliance.
• Provide advice (via CFCC Advisory) to stakeholders on compliance with Group standards related to FCC risks.
• Support Country FCC Head in second-line risk management and oversight activities, including investigations, filing Suspicious Activity Reports, risk assessments and reporting, quality assurance, and testing.
• Supervise the assessment of AML risks in Business and Function processes, challenging activities that exceed risk tolerance/appetite and escalating as necessary for appropriate oversight and ownership.
• Determine and address the root causes of risks that exceed risk appetite.
• Make risk decisions specific to clients under delegated authority.
• Act as the main point of contact for Country CFCC Advisory, promoting effective collaboration between FC and the first line.
People and Talent:
• Foster a culture of openness, trust, and risk awareness, emphasizing ethical, legal, regulatory, and policy-compliant conduct.
• Promote planning, prioritization, deadline management, streamlined workflows, and collaborative work practices.
• Provide input on compliance matters at the business, function, country, and individual levels, influencing remuneration pools or individual bonuses for senior staff.
Risk Management:
• Understand the technical aspects of systems relevant to Customer Due Diligence (CDD), Client Risk Assessments, Name and Transaction Screening, AML Monitoring, and Case Management.
• Advise on the application of risk management frameworks (e.g., Operational Risk Framework, Global Risk Assessment).
• Apply Group and FC policies and processes to manage risks.
• Recommend or implement risk management responses to identified risks or findings from investigations.
• Assess risks associated with products, segments, geographies, customers, and transactions.
• Report serious regulatory breaches and breaches of risk tolerances to senior management and regulators, ensuring prompt remediation and cessation of activities.
• Advise stakeholders on outcomes of FC risk identification and assessment methodologies.
• Collaborate with Country Head FCC and Head CFCC Advisory & Governance to review and analyze the client base, manage high-risk clients, and conduct country-specific reviews.
• Handle Anti-Bribery and Corruption (ABC) risk.
Governance:
• Provide senior oversight of FC in the country.
• Notify senior management and regulators promptly in case of serious regulatory breaches or breaches of risk tolerances, ensuring remedial actions are taken promptly.
Regulatory & Business Conduct:
• Demonstrate exemplary conduct in line with the Group's Values and Code of Conduct.
• Take personal responsibility for ensuring compliance with applicable laws, regulations.
